The Goa declaration:
The Declaration urged the dismantling of terror bases and said nations should adopt a comprehensive approach that includes tackling radicalisation, recruitment, cutting off terror funding systems and address terrorism on the internet and social media. The declaration mention ISIS, Al Qaeda and Jubhat ul Nusra.
The declaration calls for a “holistic approach” and says all counter-terrorism measures should “uphold international law and respect human rights”.
The declaration also emphasized the need for adaptation of Comprehensive Convention on International Terrorism (CCIT) in the UN General Assembly and the urgent need to reform the United Nations, including UN Security Council, to increase representation of developing countries.
It also expressed its confidence in resolving international problems that require collective efforts for peaceful settlement of disputes through political and diplomatic means.
The declaration also condemned unilateral military interventions and economic sanctions in violation of international law and universally recognised norms of international relations.
Concerns about the situation in the Middle East and North Africa were also expressed.
BRICS countries have expressed their support for finding ways to the settlement of the crises in accordance with international law and in conformity with the principles of independence, territorial integrity and sovereignty of the countries of the region.
Udaipur Declaration:
- BRICS Ministers on Disaster Management ended in Udaipur, Rajasthan with the adoption of the Udaipur Declaration.
- The meeting laid bare the common thread of challenges on disaster issues faced by all the BRICS nations. Udaipur meeting has successfully adopted the Udaipur Declaration whereby we have resolved to set up a dedicated Joint Task Force for Disaster Risk Management for regular dialogue, exchange, mutual support and collaboration among BRICS Countries.
- The roadmap for implementation of the three-year Joint Action Plan (JAP) for BRICS emergency services (2016-18) was also finalised.
- The JAP was agreed upon at the first meeting of BRICS Ministers for Disaster Management at St. Petersburg in Russia earlier this year.
New Delhi Declaration:
NEW DELHI DECLARATION ON EDUCATION adopted in the 4th Meeting of BRICS Ministers of Education in New Delhi, on September 30, 2016.
Committed to the SDG4 and corresponding targets set within ‘The 2030 Agenda for Sustainable Development’ and the ‘Education 2030 Framework for Action’ which serve as the overall guiding framework for the implementation of the Education 2030 agenda
- Reiterate our commitment to SDG4 which aims to “Ensure inclusive and equitable quality education and promote life-long learning opportunities for all” and the ‘Education 2030 Framework for Action’, which serve as the overall guiding framework for the implementation of the Education 2030 agenda;
- Initiate actions to formulate country-specific targets within the broader scope of the SDG4 and corresponding targets, taking into account the past gains and achievements in the education sector, emerging national development priorities,availability of resources, and institutional capacities; integrate the SDG4-related targets with the national and subnational-level education sector development plans/programmes; and build capacity at the national and subnational levels for measuring and monitoring progress towards SDG4 and corresponding targets using the indicators adopted by the UN General Assembly in September 2016;
- Reaffirm the need for universal equal access to quality education, including secondary and higher education, technical and vocational education and training, and lifelong learning opportunities for all
Jaipur Declaration:
The meeting of women Parliamentarians from BRICS nations concluded recently in Jaipur.
- During the meeting the parliamentarians expressed commitment to work together in the field of economic growth, social inclusion and environmental protection.
Jaipur declaration:
At the end of the meeting, ‘Jaipur Declaration’ was adopted.
- The Declaration calls upon international financial institutions to extend support to developing and least developed countries and help them gain easier access to new and affordable technologies as envisaged under the UN Framework Convention on Climate Change and the Paris Agreement.
- The Declaration mentions the need to address climate change and protection of ecological system and forest as well as food security, expeditious parliamentary approval of SDG related legislation and adequate budgetary resources.
- It also emphasizes on plans for incorporating gender concerns and greater involvement of women parliamentarians in integrating citizens in the development process.
- The need to inform and educate citizens about the developmental schemes and institutionalisation of the BRICS Women Parliamentarians’ Forum were also taken up in the declaration which was unanimously adopted.
