- National Commission for Minorities Educational Institutions (NCMEI) under the Ministry of Human Resource Development gives the minority status to the educational institutions on the basis of six religious communities notified by the Ministry of HRD under the NCMEI Act, 2004, viz., Muslims, Christians, Sikhs, Buddhists, Zoroastrians (Parsis) and Jains only. Linguistic Minorities do not come under the ambit of the NCMEI Act, 2004.
- This also ensure rights of minorities to establish and administer educational institutions of their choice as provided in the Article 30 of the Constitution of India.
- The National Commission for Minority Educational Institutions (NCMEI) was established, to begin with, through the promulgation of an Ordinance. The Department of Secondary and Higher Education, Ministry of HRD, Government of India, notified the National Commission for Minority Educational Institutions Ordinance 2004 (No. 6 of 2004) on 11th November 2004.
